New open science strategy 2026-2033

The French Ministry of Higher Education, Research and Space has just published the 2026-2033 open science strategy, which aims to consolidate the achievements of the two previous national open science plans (2018 and 2021). Roughly a hundred pages long and organized in four parts (ambition, challenges, objectives and the 2026-2029 action plan), it places open science within a broader landscape – “openness is not practiced for the sake of openness” – and clarifies its contribution to the key challenges of research: visibility, reproducibility, integrity, sovereignty and innovation.
The projects and actions of GRICAD’s open science roadmap are clearly present in the national strategy. These include TSOSI, implemented by GRICAD; the development of academic Open Source Program Offices (OSPOs), for which UGA has been a pioneer since September 2025; the national reproducible research network; the development of software indicators via Software Heritage; and the suggestion of a national software forge for research. This new MESRE strategy is consistent with the recent roadmap of GRICAD’s Open Science service, which is built around four axes: skills development and expertise of research staff; support, guidance and training for research communities; open science infrastructure and monitoring; and finally sobriety and sovereignty.
